The 3 GTO coin game refers to the entry fee of a game ie it should read
"Each user gets one free PBE play of each game title that they can use to start or join a single "3 GTO Coin" game for no cost"

Yes you can challenge a specific user or you can create an open game which anyone can join or you can join an open game yourself.

links at the top of the PBE (http://www.gametableonline.com/pbe/games.php) page?

The New Game page is where create an open game or a challenge to a specific user. The Open Games page is where you will find open/public challenges made by other players. All you need to do is click Accept to join one.
